End of EU roaming charges? - not quite

Phoning, sending SMS and using the mobile Internet abroad will be cheaper from June 15th but roaming charges will not be completely abolished

On 1 February, Parliament, Council and Commission negotiators agreed on wholesale roaming price caps. These caps will enable EU consumers to call and use the mobile internet in another EU member state at the same cost as at home. Today’s agreement should ensure that network operators can recover costs.  However, the agreement does not mean a full abolition of retail roaming charges. The "fair use" regime limits the extent of using roaming services abroad at domestic prices.
