Forgoing “major spending programmes“ and focussing on the establishment of efficient framework conditions is reasonable from an ordoliberal standpoint. However, they should apply equally to all companies. Therefore, the Commission should forgo sector-specific measures; they bear the potential for competitive distortion.

Status

The Commission presents measures with which to create “a thriving world-class industrial base in the EU” and the transition to a “more sustainable, inclusive and resource-efficient economy”. It explicitly forgoes any ”major spending programmes“. Instead, the Commission wishes to improve framework conditions for the industry, but also to take sector-specific measures.
