The EU Commission wants to create a Single European Data Space for personal, non-personal, public and business data and promote the sharing, use and re-use of data in the EU. It has announced its plans for this in a communication.

Status

The EU Commission plans to remove obstacles to sharing, using and re-using data are to be welcomed. However, the Commission's ideas are still very vague. Among other things, the cep proposes to promote data trustees in order to reduce the high information costs of providing personal data. Many obstacles to the sharing of B2B data can however not be removed by legislation. Here, the Commission should publish guidelines for data sharing. A right of ownership of business data should not be introduced and general ex-ante regulation of online platforms should be avoided.
