Comitology Reform 2017

The EU Commission wants to make decision-making in the comitology procedure easier and more transparent. cep believes that the proposed aim, of making Member States take greater responsibility, is appropriate. The Commission does not have the necessary democratic legitimacy and public acceptance to make politically sensitive decisions.

In cep’s view, the Commission should be allowed to ask the Council and the European Parliament for a non-binding opinion where the representatives of the Member States fail to deliver an option in the comitology procedure. An opinion from the two EU institutions with the most democratic legitimacy could give the Commission political orientation. This would strengthen the democratic legitimacy of politically contentious decisions made by the Commission in the comitology procedure.
