In order for climate protection to succeed, the Centre for European Policy (cep) believes that the EU must reduce greenhouse gases both more effectively and more cost-effectively in the future. The threat of production and emissions being shifted to third countries as a result of carbon leakage is damaging both the European economy and the global climate. The cep identifies effective instruments that should be at the top of the EU's 2024-2029 agenda.

While retail investors in the US invested almost half of their financial assets in securities two years ago, the proportion in the EU was only 17 per cent. On April 25, President Emmanuel Macron delivered his second Sorbonne speech, following on from the one he gave on September 26, 2017. Longer, richer in concrete proposals, and deploying maximum ambition for the European Union, commentators hesitate to qualify his target: is it his party's potential voters for the upcoming European elections, the European Parliament, or is it above all his European partners? We would argue here that, while the speech obviously has electoral repercussions, particularly given its high content of proposals, it is above all a speech designed to challenge the Member States, as was already the case in 2017.
