By means of a Council recommendation, the EU Commission wants to improve the comparability of vocational qualifications acquired in the Member States and integrate modern competence requirements into the curriculum. A cepPolicyBrief examines the proposal.

The Commission's objective to promote the comparability of qualifications across the EU is to be assessed as positive. This facilitates cross-border mobility and thus strengthens the internal market.

However, the quantitative targets by 2025 called for in the recommendation are misguided. Instead, vocational training should be oriented towards the needs of the labour market.

Modularisation of course content and the award of certificates in the form of micro-credentials are also detrimental to sound, all-round vocational training.
