CO2 Limits on Cars and Light Commercial Vehicles (Regulation)

In order to reduce CO2 emissions in road transport, CO2 limits on cars and light duty vehicles will be further tightened. The EU Commission has made a proposal for a Regulation in this regard of which cep takes a primarily critical view because stricter CO2 limits give rise to high CO2 avoidance costs.

Additionally, stricter CO2 limits do not give any guarantee that CO2 emissions will be reduced to the desired degree. In order to achieve CO 2 reduction targets in road transport, reliably and efficiently, the EU should incorporate refineries and fuel importers into an emissions trading system. In principle, a system of incentives for low-emission vehicles is preferable to a quota for electric vehicles, but rather than de facto focussing support on battery-powered vehicles, a genuinely technology-neutral approach should be taken.
