CO2 Limits on Cars and Light Commercial Vehicles (Regulation)

In order to reduce CO₂ emissions in road transport, CO₂ limits on cars and light duty vehicles will be further tightened. The EU Commission has made a proposal for a Regulation in this regard of which cep takes a primarily critical view because stricter CO₂ limits give rise to high CO₂ avoidance costs.

Additionally, stricter CO₂ limits do not give any guarantee that CO₂ emissions will be reduced to the desired degree. In order to achieve CO₂ reduction targets in road transport, reliably and efficiently, the EU should incorporate refineries and fuel importers into an emissions trading system. In principle, a system of incentives for low-emission vehicles is preferable to a quota for electric vehicles, but rather than de facto focussing support on battery-powered vehicles, a genuinely technology-neutral approach should be taken.
