As nature thrives better in protected areas, enlarging them can be an effective instrument for stopping biodiversity loss. However, the protection of biodiversity protection needs to be balanced with economic and social needs. Market mechanisms alone cannot always ensure the protection of biodiversity. Regulatory measures may therefore be justified. However, such measures should be cost-efficient. EU-wide criteria for classifying protected areas can create a comparable level of protection of biodiversity across all Member States.
