Pan-European Transport Cooperation (Communication)

The Commission wishes to adjust the European Neighbourhood Policy to its transport policy. To this end, it proposes measures to facilitate international goods and passengers transport affecting the EU transport markets and their European neighbours as well as the development of transport infrastructure in the neighbouring EU countries.

The measures propose by the Commission encourage competition in the transport sector and thus generate benefits to both companies and consumers. EU support provided to infrastructure projects at the EU’s external borders and in neighbouring EU countries can help create transnational added values. This would improve the transport infrastructure and increases the quality of Europe as a business location. The requirement, however, according to which cooperating countries must introduce social standards are over-protectionist.
