Regionalization of Regulation in the Field of Telecommunications

While a number of EU Member States regulate telecommunications markets at regional level, the German Bundesnetzagentur insists on regulation at national level. The CEP study analysis the European dimension of the issue focusing on the question whether or not a regionalisation of the wholesale bitstream access market and the NGA market is reasonable.

CEP Says:

On the wholesale bitstream access market there is a local need for deregulation. This can be accomplished only through a regionalisation of regulation. Possible cost margin squeezes must not be included here. The fragmented development of new fibre networks by different companies might soon lead to very complex and demanding regulatory challenges. Such challenges cannot be tackled by the current regulatory practice. In order to solve the problem a regionalisation of regulation is necessary.
