Amendment of the Common Regulatory Framework for Electronic Communications Networks and Services
Despite earlier, rather sceptical reactions of the European Parliament and of the Council in view of the Commission's original plans, at the beginning of November 2008, the Commission submitted proposals aiming to extend a veto right against resolutions passed by national regulatory authorities and to establish a - slimmed - EU regulatory agency.
The fact that the Council thwarted the Commission is to be welcomed, since the amended proposals, which are no longer likely to be realised, mainly aimed at an improper EU-wide standard regulation. However, the realisation of the Commission's proposals for a market-oriented contract awarding of access to frequency rights remains desirable.
