The returns are a key part of an agreement between the European Union and Turkey aimed at ending the uncontrollable influx of refugees into Europe. Central to the agreement is a mechanism which will allow Greece to effectively deport unwanted refugees back to Turkey. In return, according to the agreement, the EU will take one Syrian refugee from Turkey for each one sent back to Turkey. In this way it is hoped that many potential refugees will be dissuaded for crossing the Aegean and the smugglers' business will be disrupted.
