The main objective on Monday is to buy time to fix Europe’s malfunctioning asylum system

European leaders meet at a special summit to speed up work on a joint refugee crisis plan. The key issues to be discussed are the protection of the EU’s outer border. The summit may formally declare closed the Balkan route from Greece to Germany, although that is one of several issues where opinion is sharply divided.

Redistribution was “not at the top of the agenda”, cep legal expert Urs Pötzsch said. The willingness of reluctant countries hosting refugees has not grown. "The current strategy involved solving the refugee problem at as geographically remote a location from central Europe as possible”, Pötzsch said.
